(May 5, 2020 6:28 AM) The Michigan Department of Corrections is reporting as of 8:30 PM Monday, there are 2,048 confirmed positive COVID-19 cases at facilities throughout the state.  Of that statewide total, 934 of the confirmed positive cases are at Jackson facilities.

The Department says they have now started a system of expanded testing and began testing all prisoners at Cotton Correctional Facility last week.  The facility has a designated quarantine unit and positive prisoners are being transferred to the unit.

Of 1802 prisoners tested at Cotton, 669 are COVID-19 confirmed positive.  37% of those tested are positive.

There have been a total of 44 deaths of prisoners who had tested positive for COVID-19, 17 of those deaths were among prisoners at Jackson facilities. The most recent deaths, reported on May 4, were of a prisoner who had originally been housed at Lakeland Correctional Facility and a prisoner at G. Robert Cotton Correctional Facility. On May 3, the department reported the death of a prisoner who had originally tested positive at Parnall Correctional Facility.

In Jackson, there are 177 confirmed positive COVID-19 cases at Parnall Correctional Facility, 55 at Charles E. Egeler Reception and Guidance Center, 33 at Duane Waters Health Center and 669 at G. Robert Cotton Correctional Facility.

Among staff, there are a total of 291 COVID-19 positive cases statewide.   In Jackson, there are 74 confirmed positive COVID-19 cases among employees at Parnall Correctional Facility, 1 at Cooper Street Correctional Facility, 26 at Charles E. Egeler Reception and Guidance Center, 21 at G. Robert Cotton Correctional Facility and 3 at Jackson Regional Warehouse.

The MDOC says prisoners who test positive are transferred to one of the department’s designated quarantine units at either G. Robert Cotton Correctional Facility, Carson City Correctional Facility or the former Maxey Annex, which is located near Woodland Center Correctional Facility. The Maxey Annex previously housed juvenile offenders under the jurisdiction of MDHHS, prior to its closure, and the MDOC had been working to convert it to a training site. These units are in buildings that are completely separated from each of the correctional facilities. They have limited movement and access to these units is extremely limited. Only a small number of designated staff work in the unit in 12-hour shifts to limit the number of people entering. Those staff members report directly to the unit and do not enter the main correctional facility. Prisoners transferred to the unit also stay on the unit and do not enter any other areas of the prison.

The department says prisoners who have been identified as having close contact with another prisoner who tests positive, but have not tested positive for the virus themselves, will be isolated from the general population at their facility for the 14-day quarantine period.

The Michigan Department of Corrections is listed as a separate jurisdiction in the daily MDHHS report of positive cases in the state. All other cases are reported by county.  MDOC prisoner cases are not included in the county cumulative numbers or in the numbers reported by the Jackson County Health Department.
